The M-Sport Ford driver holds second spot by just one-tenth of a second over fellow Finn Jari-Matti Latvala for Toyota with overnight leader Neuville in fourth place for Hyundai.
Sebastien Ogier, WRC points leader after victory at Rallye Monte-Carlo, has been shuffled into fifth place on his snow debut for Citroen with teammate Esapekka Lappi in sixth place four-tenths back.
Andreas Mikkelsen holds seventh place for Hyundai ahead of Kris Meeke for Toyota with Sebastien Loeb (Hyundai) and Elfyn Evans (M-Sport Ford) rounding out the top ten.
Two-time WRC champion Marcus Gronholm suffered an early exit by crashing out on SS4 for Toyota in his first premier class appearance for nine years.
