Vettel bounced back from a rainy FP1 to set the pace through second practice in the dry, turning in a best lap time of 1:31.261 to head up a one-two finish for Ferrari.
Teammate Kimi Raikkonen underpinned Vettel's pace by taking P2, albeit six-tenths of a second off the pace, with Red Bull emerging as Ferari's closest challenger through the session.
Daniel Ricciardo was third-fastest for Red Bull ahead of teammate Max Verstappen, while McLaren's Fernando Alonso made a surprising charge into the top five, outpacing both Mercedes drivers.
Lewis Hamilton and Valtteri Bottas suffered from a lack of grip, both suffering runs off-track, and ultimately wound up sixth and seventh respectively, more than 1.4 seconds behind Vettel.
Sergio Perez took eighth for Force India with teammate Esteban Ocon in P10, the pair split by Nico Hulkenberg.
The session was brought to an early end when Romain Grosjean was sent flying into the barrier at Turn 14, having hit a loose drain cover that tore the right-rear of his Haas car apart.
The Frenchman was taken to the medical centre as a precaution but was unharmed, although the session did not resume due to the gaping hole left on the kerb after the cover was kicked up by Bottas.
