"This is really exciting for me," said the 20-year old, "British Formula Three has a fantastic reputation for the talent it draws and drivers show up from all over the world. This is going to be very challenging, but it will make me a better racing driver and I'm confident I will do well with Sweeney Racing."

Norfolk--based Sweeney Racing is new to F3 this year, having taken over Jaguar's operation at the end of the 2001 season. The squad is headed by team principal John Sweeney and engineer Roly Vincini, who carries impressive credentials having worked with several Formula One stars in his career.

"Billy will be a huge asset to the team as well as the championship," Sweeney said, "There aren't that many North American drivers that come across to Britain, and my hope is that Billy will show that F3 is a great route to take for aspiring F1 and CART drivers."

The BRDC British F3 Championship kicks off at Brands Hatch over the weekend of 30 March - 1 April.
