Formula E title contender Rosenqvist finished second behind Renault's Sebastien Buemi in the opening heats before turning in a fastest time of 1:01.645 in the Super Pole shootout, setting the benchmark for his rival to beat.
Buemi made a handful of mistakes on his final lap, meaning he could only qualify fifth, giving Rosenqvist pole position and the three bonus points on offer to put him just two off the lead of the drivers' championship.
Antonio Felix da Costa led Andretti to its best qualifying result of the season so far, finishing second ahead of DS Virgin Racing's Alex Lynn and NIO's Oliver Turvey. Lynn will drop back to 13th due to a grid penalty for the start.
Daniel Abt led Audi's charge in sixth place, narrowly missing out on a place in Super Pole despite running in the final heat of qualifying. Teammate Lucas di Grassi was left frustrated after being drawn in the opening group, taking to the track at its coldest as he finished a lowly 12th, but will start last due to a grid penalty.
Championship leader Jean-Eric Vergne could only qualify seventh ahead of Jaguar's Nelson Piquet Jr., while Sam Bird was left ninth for DS Virgin Racing due to an issue on his car. Nick Heidfeld completed the top 10 for Mahindra.
Techeetah's Andre Lotterer failed to match his impressive showing in Chile, finishing 11th ahead of di Grassi and Maro Engel as Mitch Evans struggled to P14 for Jaguar after making a mistake at the first corner.
Dragon drivers Jose Maria Lopez and Jerome d'Ambrosio qualified 15th and 16th respectively ahead of Nicolas Prost and Tom Blomqvist, while Edoardo Mortara and Luca Filippi propped up the timesheets in P19 and P20.
The Mexico City E-Prix starts at 4pm local time (10pm GMT) on Saturday.
